regs say - 'If this value is not obtained then a full inspection would be needed using the gauges and measuring methods to decide the eligibility of the engine' to me, it is clear that 21.2cc is a guide to whether an engine requires further scrutinee and is NOT a limit

The word 'Standard' is meaningless unless it states what standard it applies to - So where is TKM CIK definition writ that it applies to Honda?

I do agree the regs are not clear - but I think in certain areas this is done on purpose!

The Carbon question is a good one - but there is only one sensible definition - gauges and dimensions do not include carbon - otherwise what is the allowance needed when building a new engine?
