yep, there is not really an overall problem with honda cadet regs, other than the FUBAR-exhaust.....but dont get me started on that!
engine power, honestly RPM re-calibrate their dyno every 6 months and its hard to tell, but big engines are now over 6.7 mean hp and the spin time is less that 6.5 seconds for a strong motor
On UFO dyno, anything over 7.9hp is quite strong, but thats only peak power and no indication of top or bottom end performance
but different tracks require different engines, a good motor has a load of bottom-end punch, not necessarily high power, and it has constant power from 3000 through to 6000rpm
a bad engine loses 0.2hp when its hot....a good engine gains 0.1hp when its hot, the total window being 0.3hp......which is about 4% power deficit between good and bad......on the track for a 50 second lap this equates to about 0.7-1 second slower.
The moral of the story being, a good engine is a well maintained engine which is leak-down tested and dyno'd regularly to check.
