To keep them neatly in place you can use a steering column collar, it's the same size.

Just make sure you put the grub screw(s) upwards, otherwise the thread could get damaged on a kerb and make it difficult to remove the grub screw.

I expect OTK found that bolting them up affected the handling so they used the red pins and sleeve.

If you lose a pin you can make them out of large nails by cutting them down to fit.

If you heat them up till they start to turn blue and dip them in some old oil, (old oil is better as it contains carbon) then they won't rust.
