I think, at the end of the day, it's hard for anyone outside those directly involved to pass judgement on the specific example above.

Saying that, whilst it's totally legitimate for an engine builder to offer a "tunning" service I.e offering higher performance, non msa spec engines, for those requesting them to use in open racing classes.

However, It'd be entirely different, for them to tune an engine but then try to conceal it, by replicating factory machining marks etc, in a bid to fool msa scrutineers.

Worse of all, if an engine builder, did such work without the knowledge of the customer.

Again, without being there, few of us know, what work was requested by the customer and/or what service was offered/performed by the builder
