" All that could be harnessed and used to give advice and help on decisions that affect karting but they are too reluctant to accept that someone might just know more than them and would threaten their position of competence."

Except that in many cases these positions have been abandoned in response to the demands of karters. So while 'we' might be prepared to use any plastic that has been homologated over the last 10 years, there is an outcry when its discovered that one could not enter some of the European or Championship events that specify that this years homologation must be used.

It doesn't really matter that the person making the outcry is using the freedom of UK karting rules to loophole his way out of a penalty in Europe, the result is what we end up with.

In exactly the same way clerks etc bacame unwilling to enforce contact rules because unscrupulous drivers turned up at the tribunal with a barrister in tow, prepared to argue every word in the regulations or every action that the official had taken, from whether the porkpie at lunchtime could have caused him to be sleepy or whether the lack of porkpie distracted him. someone had demanded a legal level of 'justice' and that's what we got.

And having lots of variations isn't necessarily a good thing either, enforcement of the rules becomes done at the whim of the scrutineer, another of the regular complaints of karters.

However much one advises people that karting is all about fun, there will be people who regard it as serious to a degree.

It isn't always the people on the committee who would be at fault, they are often trying to respond to one set of complaints only to fall foul of complaints from the other side next time out.
