X30 carburetor tuning.

Although it gives you the basic setup in the manual I wanted to fine tune it for my engine. The manual says about screwing the low jet in until you get maximum revs then turn it out a bit to make it rich. When it's about half a turn out I get about 5000 revs but not gone any further in than that, but the basic setup is 1 turn out. Should the throttle stop just be touching as I can't work out what the manual is trying to say as it seems to indicate that you then turn it in 1 and a half turns. Please help as this is not making any sense to me.
