I've always though cadet try's to cover too big a range of ages and driver weights. Small 8 year olds against "relatively large teenagers. I don't know what's the heaviest kid, that can make the weight in the lightest kart but it must be approx 50kg, about 8 stone.
Maybe it should go the other way, lower the max weight, for cadet but then re-launch the super cadet class, for heavier kids based on a different restrictor size in Iame and some tuning mods in Honda.
The problem seems to be grid size but those clubs with smaller grids could be encouraged to run mixed Hondas/Iame grids
