The term 'scrubbing in' is really a throwback from when they used a mould release agent on the moulds to stop the tyre sticking to the metal and you needed to disperse the layer.

Nowadays the moulds would be Teflon coated.

The tyre compound should be consistent throughout the tread of the wet.

It's the same throwback as warming your tyres by weaving left and right on the 'warm up' lap.

You're better off accelerating then braking to warm the tread, not the side wall like weaving does. the side wall/shoulder is used to disperse heat.
