Mere hearsay as to the compliance of an engine is of no value and even anything in writing is useless without some form of seal, and we all know the credence they provide.

Anything could be done to an engine in the period between examination and sale.

It's worth as much as "it's only done two hours since the last rebuild" , anyone seen a zero?

Could you imagine the rumpus that would be kicked up if Kelvin gave an engine the all clear and it subsequently failed scrutineering somewhere, he'd be blamed regardless.

He has a hard enough job as it is with the tolerances of the engines, without handing out compliance certificates ad hoc.
