Height is probably more critical than weight. Extra kg will slow him down but if he has to adopt a weird driving style in order to fit in the kart then that could be a longer term problem.
Where is he running? If he is at the front then the extra weight could push him down the field and take some fun out of karting. If he is mid pack and still can gain time from driving technique then maybe spend a bit on some driver coaching (if that would add to your input).
If you move up a class will you race at the same track - he could still keep his friends.
I would try and list the pros and cons of staying in cadets and moving to juniors and then discuss it with him- it is his sport. Nothing to stop you switching mid-year if he gets to a point where he just will not fit in a cadet.
