Persistent offenders

Is there a system in place where persistent offenders penalized. Week after week you can be forced off the track or see others pushed off by the same driver. Even in the coc's office they have been told that an official has seen the incident , and I assume with the knowledge and approval of the parent they continue to lie !!!! Ok they get their penalty,but is this kept on record and/or is anything done about it? Because the same people seem to be repeat offenders. These are young kids( cadets). Are their parents teaching them a good lesson by lying? Hands up honest approach would get you more credibility with other drivers and officials rather than lying!!
