Normally the stud of the clamp has been pushed through the throttle arm and the end then turned over as a rivet to hold the assembly in place.

So you cannot usually buy the clamp on its own.

However there is no reason (apart from "it's a modification of the carburettor and thus not allowed") why you should secure a similar clamp in place with a (brass) bolt that has been loctited in place.

Indeed you should be able to make the clamp with only handtools (a drill and some taps) and get the bolts from EKP Supplies (http://www.ekp.supplies.btinternet.co.uk/). No doubt you can get the screws elsewhere but EKP are karters too and might be abble to make you up a handful.
