Possible logic?

I absolutely hear what is said by the danger of interlocking by running them outside the pods.

However, by running the wheels inside the pods, you are greatly decreasing the risk of harm by rubbing up against another kart. Therefore with no rule imposed you could run really wide pods and use them as part of your tactics during overtaking manouvres. A bit of scratched plastic is a lot less risk than a bent axle. That would be my guess(and that's all it is!) as to why the MSA have the rules as they are.
