It's one of the 'classics'. Some people will tell you it stiffens the rear end other say it doesn't. Some say it will give MORE rear grip in the summer and others will tell you it won't.

My experience tells me that when people can't agree EXACTLY about what XYZ does, then it either reacts DIFFERENTLY on different karts, tracks, weather and drivers.... or... perhpas.... it does NOTHING at ALL; hence the confusion!
