This isn't normal (like stig says)....u need to check/change your rad cap first, to see if this solves your problem (i.e not sealing on the rad neck properly)If the rad caps ok you MAY have a head gasket issue.
You don't underfill the rad, you fill it to the brim and put the cap on...anything the engine doesn't want will be pushed into the breather bottle (but this is normally only a spoonful or so). If it is fillling the breather up you have problems either cap or H/Gasket.
