Understeer is were you turn into a corner and the front end pushes on and you would require more steering input to get round the corner. Oversteer is were you turn into a corner and and the back end flicks out and you have to apply opposite lock to control it. If either one is very severe you have a fairly unbalanced kart.

In my experience you won't get a perfectly handling kart for a given circuit and will suffer on or the other depending on the corners on the track. I always had a good nominal setting that would suit the tracks i raced at and always used that as a base setting and then i could adjust throughout the day as conditions determined. If i was understeering particularly badly i would try bringing the fronts in and if i was oversteering badly i would try bringing the rears in working on the general rule that moving the wheels out gives less grip and moving the wheels in gives more grip.

Sometimes i hardly noticed any difference on the stopwatch if any but the kart felt better and gave me a bit more confidence. That was how i done it with a known straight chassis and good base settings. An aggressive driving style can also cause both.

I am sure there will be a lot more learned people who will give you a bit more of a technical answer. That is my understanding of how it works.
