what settings are you running on both jets? and fron what you have just said, you are running the restrictor the right way around also i pressume? this is a comon cause to have to choke it, for the engine to run as they little hole in it should match uth with the whole in the reedblock.
oh and the carbs should be popping iff and settleing at around 5 is what we found was fine last year just for reference.
