You need a MSA Race License which you can get by doing your ARKS test at a club with a national MSA instructor, you do a quick 10 question quiz (really really easy) and go out for 30 mins on the track.
When you buy a Rotax, you need to make sure the chassis is legal, engine's legal, need a logbook. best place to buy from would be the Marketplace on this website (on the home page in the navigation bar) as most of it is all legal.
neck brace is optional, depends on how safety orientated you are.
You don't need fireproof underclothing. Just wear sports clothes underneath as its light and won't overheat you.
for clothing I can recommend looking at DemonTweeks, GPR (they come up as the first hit if you Google it) and look at the kartwear they have in stock as everything on it should be legal.
For a helmet you really need to buy the best lid you can afford, you don't want a £5 lid which is obviously going to be weak to be your only protection? I can suggest Arais or Bells, very good lids.
