The problem with election is that the people who put themselves up for election are a very mixed bunch.
Some intend good, some do good, some see personal advantage and all can be misguided. Election is a very poor way to select people because the qualities that improve one's electoral chances aren't necessarily the one's that make one effective 'in committee', indeed are almost guaranteed to make one less than effective.
Mind you, I'm not sure what is a good way except to hire someone independent who has skill in selecting and appointing committees that work. (which of course, the next batch of candidates would all noisily claim to be)
Meanwhile the problem with the 'cheap' tyres isn't that they are inconsistent but the results of that inconsistency. We'd be back to the same complaint that wealthy racers could afford to buy results; have tyres that were selected while others had to have the rejects or take a chance.
