I don't dispute any of what you have said. But you are pointing out all the practical things. The things H&S should be concerned with. However, this has been at the expense of personal responsibility.

You can sue if you injure yourself on the pavement, but not if you trip over a tree stump in the woods. What's the difference?

You can sue if you slip off a ladder at work, despite the fact that it was your own fault for slipping.

You can sue if you're injured in a car accident, even if the police deem nobody to be at fault.

In my example from yesterday, the payout has a reserve of £9,000. Is a broken toe, regardless of the circumstances, worth £9,000? Take away the profiteering and you almost have a H&S system that weeks (it's quite obviously better than China and India, although the Chinese do have PPE at least).
