Toe in, both tyres pointing towards the centre line makes the kart move off the straight line less when going down the straight (it's sometimes called self centring) and a little slower to enter into a corner.

Toe Out tends to make the kart less stable in the straight, but turn into the corners more readily.

Normally when you sit in a kart, the caster angle on the kingpins tends to toe in very slightly (because the whole kart bends and applies leverage through the king pin angle),

So if you want to set the kart up with Zero tracking on the stand you set it up slightly toe out.

Either toe in or toe out acts as a brake, so you have to see quite a lot of benefit either from the stability or the corner entry to make it worth while setting anything but neutral.

If you have Ackermann, you can compensate for toe in/ toe out effects because Ackermann causes the wheels to turn at different angles depending on whether they are on the inside or outside of the kart. Sometimes it's getting that balance right that makes the difference.

The other problem in cold weather is that the track is effectively damp even though it appears dry. You just aren't going to get the adhesive grip that you get in warm weather, because you need heat in both sides of the bond, tyre and track, for it to work well.
