Concerning grip, assumming it's overall lack of rather than over or understeer, start with higher pressures, I don't know your tyres but up to 2.5 bar is worth trying even if dry, just cold. This gives a narrower contact patch that warms up quicker.

However you may just find it's confidence, the kart is sliding so the natural reaction is to go slower where in fact he needs to go faster. Faster means more friction, means more heat, means more grip, means he can go faster and so on. It's almost like a wall you need to break through.

Toe out, can be set quite accurately by marking a line on the centre of both front tyres on the side facing back,. Measure the distance between the two lines then turn wheels 180 degees to the front and measure again. The difference is the tow out. Depends on driver, tyres and class, but we often run 6-8mm total tow out in the dry.
