Any bend or corner on a track will always be bordered in some way. That border could be anything from a solid wall [as you'd have on a street circuit] to nothing at all [as you might have on a rally or hillclimb]. In between we've a variety of delineators most of which represent some form of kerbing.

The reason the kerbing's there is to penalize somebody attempting to straightline the corner, but not kill them while doing it [as would be the case with a wall or armco in karting]. In most situations it does the job extremely well.

Quick drivers will be able to artfully 'lean on' the kerbs to just the right level to get a very quick lap. In most cases if you straightline a corner or bend with kerbing, you'll be slower than going around it [OK, I know there are a small number of exceptions to this]. In other words its an automatic penalty.

If the kerbs weren't there and instead replaced with flat hardcore, where the only delineation between track and non track was a white line, then in many cases there would need to be an observer [similar to a tennis line judge] at each and every corner issuing penalties for transgression. Clearly this would be impractical and open to conflict.

So the answer to Ian's question, should the white line be inside or outside the kerb at any given track is possibly this. It should follow the wheel tracks of a quick driver and be across the kerb. Why don't we do that ? Probably because its superfluous in the way that an instruction manual for having sex would be.
