Covering brake in the wet

I noticed this for the first time at Rowrah last weekend. People were taping up the gap between the chassis seat stay and the extra seat stays in order to (I think) cover the brake calliper from spray. Does this actually help in any way? Surely the brakes just get splashed with water anyway?
