Help with rotax carb please?

Afternoon all, could anyone tell me what the small black pipe on the rotax carb is please? the one that comes out of one side, over the top(ish) and into the other? You'll have to excuse the lack of detail as i'm still finding my way around the carb (I want my walbro back!) Is it an overflow pipe? and should it have a split-like hole in the top of it? Thanks a lot. Ben
