Could be dirt stopping the needle closing properly. You need to clean this out with Carb Cleaner. Best to remove the brass needle seat seat if you can but this reguires a 6mm socket with sides ground down. When pressure testing carb it should break at around 1 bar and then hold between .5-.7bar
