First thing to establish is if the carb jets are set too rich. If they are the slow running will make this even worse. I would suggest trying Low 5/8 and High 1 1/2 turns out. Run it on stand and see if it will tick over and rev out fully on a very short burst. If that works no reason why you shouldn't pick up the speed. Just don't over rev it.
