There would be a very fine line between removing enough to gain a benefit, and too much resulting in loss of crankcase pressure. Oil seals would naturally arrive at this point of wear at some stage in their life, and taking carefully used seals out of one engine to put into another could not be legislated against. Presumably the problem is not what was done, but the way it was done....which in my opinion is cheaper than having to achieve it "naturally", so perhaps the regs should be changed to allow it.
