£65k is not comer engine money. I would be very surprised if any of this years top drivers were asking more than £4k or £5k for their very best engines. You would get a very competitive engine for £2k - maybe even less.
Depending on your own knowledge of race craft and kart set up then running with a team could be a good option as they will show you about set up and do some driver coaching.
A team for the season will add up to a fair chunk of cash and a cheaper alternative is to look at having someone with good experience for a few days during the year. If you can do mid week then tracks like Llandow or Clay Pigeon are fantastic as you would get loads of track time. Another option is to hire a track for the day - Rowrah is about £130 for the day. The great thing with doing this is that you and your lad can play - if it is a bit wet then send him out on slicks. He may well spin a lot but who will see? It will do wonders for his handling ability. At any of these tracks you could easily see 250 -500 laps in a day - worth a few race weekends!
