I have no experience of the B1 so following applies to B5 but I don't expect them to be that different.

1) Eith B5 we aim for 180-190 but if your driver is a novice he simply won't be going quick enough to reach that. We ranged 150-160 for first 6 months
2) The carb has a low speed jet and a high speed jet. One nearest the engine is the Low speed. When we started Mills told us following Low 1/2 - 3/4, High 1 1/4 - 1 1/2. The range is to allow for different ambient temperatures. Cooler = Richen, Hotter = Lean. Given weather is getting cooler I would set jets at Low 3/4 High and High 1/1/2.
3&4) Different people will tell you different things. Some set the tick over so the engine is reving at 3-4K RPM. Personnaly when kart is on the stand I screw the Low jet in to the point where the engine is beginning to turn the wheels and then just screw it out 1/8 of turn.
But run the engine for a few minutes to warm it up before setting the jets. When warm and using above approach it should just tick over without wheels turning. If you can't achieve this then there may be another problem such as a leaking carb gasket or engine seals are gone.
