There's three ways of looking at it and they all generally get you to the same place.

1) You gear to maximise the area under the power curve. Unless max power is at your redline, this will typically mean falling off the other side of the curve. Just because power has dropped off doesn't mean you won't be faster at the end of the straight.

2) You gear to spend the longest time at peak power. This is most easily achieved with a data logger and the histogram function.

3) You gear by the stopwatch. This will inherently produce the best laptime but requires testing. This also allows for circuits that have one section with totally different requirements to the rest (think all flat out with one really slow corner).
