Correct gearing - Itpro?

Hi, I haven't seen one but I would imagine a power curve for a high revving 100cc engine is reasonably flat being as these things rev like hell?
Let's say for the sake of argument that the engine peaks at 18k but will rev to say 20k or beyond.
Lets also say that around a typical fairly fast circuit, the engine will rev from 10k to 18k or 12k to 20k in a race (depending on gearing).
Do we gear it to pull 20k at the end of the straight or should we gear it to pull 18k (peak power)???
Or just over 18k???
I realise that if we gear it lower, it will be further up the power band coming out of the corners but conversely, it also goes over 'peak' and is therefore slower at the end of the straight?
