The protest system is there over and above any testing officials will do!

Can you imagine if at the end of a race just on your whim you said he's cheating with fuel and the officials had to do full testing, you could land a Club a 10-12K bill just on your whim right or wrong!

I believe it is the duty of every official to check everyone they believe to be cheating, but oddly enough they don't usually subscribe to the "he's beaten me, therefore he must be cheating" mentality! Most accusations of cheating on all subjects are unfounded and that's why the protest system exists!

Back to the fuel, I wouldn't check much at Club level because there isn't much chance of proving it, unless they go above Octane or MON/RON limits!
