All it confirms is that officials are not consistent.
The problem with the conspiracy theorists is that they enter an argument with their conclusions already drawn. If Ferrari don't get a penalty, the FIA are biased. If Ferrari do get a penalty, it's not harsh enough and the FIA are biased.
Moreover, the conspiracy theorists don't even consider all the other times other teams have escaped unpunished. By focussing on Ferrari so much, you fail to see all the others getting away with things.
The last time Ferrari were DSQ'd was 2007 at the Canadian GP. The last time a McLaren was DSQ'd was the 2005 Canadian GP. The last time a Williams was DSQ'd was 2004 at the US GP. I can't recall the last time either a McLaren or a Williams were DSQ'd for a technical infringement. The last tech DSQ I can think of is Honda in '05(?).
If my memory serves me well, some teams were DSQ'd at Brazil several years ago for excessively worn skids. I also recall Schumacher receiving a similar punishment at Benetton in '94 and some fuel irregularities at some point in between, but technical DSQ's are rare.
Interestingly, Ferrari have been DSQ'd in 0.5% of their races, Williams 0.6% and McLaren 1%. Considering Ferrari spent 20 years away from the sharp end of the grid (except sporadic seasons) and McLaren have been consistently at the front, I'd say that is pretty balanced.
