ok well while cleaning if you happened to bend one of them arms it could be letting that bowl fill up as you say and pour out everywhere. have you tried putting a 3mm drill bit across the top of the carb body and see if the float arms line up with drill bit? worth a shot also remember 3mm is a starting point so you can adjust from their
