let me get this straight? What your proposing is an aircraft prop or jet, that is placed on what effectively a rolling runway travelling backwards in relation to the aircraft.
If this is the case then the aircraft would indeed start to move backwards however this would require the aircraft to move through the lets assume, static (no wind) air. This in itself will cause drag which the conveyor will have to overcome. At the point any thrust rearwards is applied the thrust will instantly begin to increase the load that the conveyor needs to apply.
As the thrust is applied the wheel speed will increase proportionally as the wheels are not imparting any drive other than friction in the bearings.
Therefor ANY thrust applied via the aircraft motors above the frictional drag of the tyres & bearings will cause the aircraft to move forwards in a normal manner and accelerate to take off speed no matter how fast the conveyor/runway is moving, the only factor that is important is the air surrounding the aircraft. That is unless the conveyor is capable of moving the entire atmosphere. Lets face it we are all (including the atmosphere) moving at 1000's of mph anyway!
