Judging by what one of the renault guys said in FP2 it was them, apparently they write 10-15 maps a weekend to the teams spec, if a team want a certain peak flattening it appears renault will oblige, this is probably going on at lotus too.

I doubt red bull would have the authourity from renault to write their own maps, remember the only rent the engine and renault would want full control how their engines are used.

All this clever mapping has no doubt helped red bull and lotus, both have had an up surge in performance over the season, assuming McLaren aren't doing the same which i doub't because it was them that notified Jo Bauer it just shows how much of a good job they've done to reel red bull and lotus in, now all they need to do is find out what ferrari have done lol!
