Presumably there will be a boost limit to control power outputs. Never mind DRS and KERS to make the racing artificially 'exciting', the FIA could allow an increase in boost at certain points on the circuit for following drivers. The amount of boost increase whilst pressing the 'pass' button could also be varied very simply, they won't need any other expensive and controversial ways to keep it 'entertaining' ever again.
