The speed & driving tracking systems already exist. By using it young drivers can get an insurance discount and employers can track employees. Can't find the link just now. But anyway, the argument concerning GPS signals etc. is invalid, the point of these system is that they have several back-ups, even with current technology the system could track where you were for a good distance without the confirmation of GPS, using G meters and mapping systems and the mobile network could also be used so that the system could triangulate itself
Look at the tech we take for granted, this stuff is child’s play in comparison. Of course there will be loop holes and kit on Ebay to get round it, that may or may not work, but you just make the tampering penalties severe enough. At the end of the day, if somebody is that determined to speed they will find a way round it. Personally these are not the ones that worry me anyway, it's the millions of reps and housewife’s etc. with their minds elsewhere.
As for Big Brother, that level of tracking is almost there anyway with number plate recognition cameras. The French won't make a sound, they aren't nearly as militant as you like to think, in fact quite the reverse, say boo and they run a mile.
