Not Neweys fault. The green car was miles behind and Newey would have been focussed on the Apex. The green car saw the black car coming, dived to the inside to cover his line and braked too late. IMO anyway.

Being collected by Hughes I would say was his fault. The fact that his front brakes were locked and the rears weren't suggest he was trying to slow and control the spin. However, in such instances, most drivers are considering regaining control of the vehicle as opposed to what's going on around them so it was in some ways understandable.
