If you set your heart on a Yamaha then you can't go far wrong with the stage custom.
The most readily available of their kits, in host of sizes and colours. The shells are birch and if you use remo pinstripe heads you'll get a great warmth from the toms. You can have as many toms as you like to be honest, you can buy with two or three and then add further toms later on when you have a little more money to play with.
For £600 you'll have to look around and probably settle for the four piece fusion model. But I have seen this kit for £599.
The fusion is a 12inch rack tom, 14inch hanging floor tom like you mentioned, snare and kick. Additional hardware will be supplied with that kit for Ride, Hihats and one crash.
However, second hand you could pick you up a full five or six piece rock kit for £600.
As for a double pedal, you will have to spend at least £200 for something half decent. Second hand again may be your best choice.
The finance offered on the electric kits can also be picked up on accoustic kits too, so if you decide to spend a little more there is always that option available to you.
Going electric is always an idea, I have an electric kit too, but you have to spend at least a Grand before you get anything that will satisfy your ears. And then you need good leads a D.I and ideally an in ear monitor to play live. The outlay just keeps going up, but you don't break as many sticks. Pro & Cons....
