Maybe a warning is all that was needed, he took heed and didnt do that again. exactly why a CoC has a warning flag in his inventory whether karting f3 or f1.( your driving is bordering on dangerious and were watching you closly do it again and it will be a black flag)

my understanding is that the one move is a gentlemans agreement and not in the f1 equivilent of the blue book.

Jhonny Herbet is just one of 3 or 4 stewards and certinly not senior steward so it was not his decision. the CoC is charlie Whiting so it should have been his unless a complaint has been lodged.
