The biggest issue here is the last mile. There are numerous solutions to that. Here are just two.
o Royal Mail posties do it and charge out for the facility. BUT these people must be legally forbidden to strike. They cannot hold the system and the population to ransom.
o Anyone/Everyone permitted to run a national service must do the last mile. FedEx and UPS do it right now in the US. While they're significantly more than US Mail for letters and small packets, they provide a signed for service within a guaranteed timeframe.
But the intransigence of the unions/workforce will prevent any of this from happening.
