[David] > Absolutely correct. However speed limiters are a foolproof way of ensuring that a speed limit is never transgressed. I agree too that they're not the only way to improve safety because as I mentioned earlier speed alone is just one contributing factor to RTA casualties.

In which case it would meet all three of the criteria above. However had they refrained from focusing on entrapment as a method of enforcement, and instead concentrated efforts on limiting technology, we may have already gotten to that point by now.
By the way, I don't believe I'm bonkers... though I'm sure there's plenty out there who would disagree with me ;-)
