There's a few possibilities. Firstly, make sure it really is a camera and not just a microphone. Laptops are notorious for leaving in all the housings/switches etc for peripherals even if they're not installed.
Secondly, check the camera is switched on. You will often have a key combination that needs to be pressed (the Fn key and one of F1-F12) to enable it. Otherwise, you'll have to go in to the BIOS to check it is enabled (press Del or F2 at startup). It will probably be in the Integrated Peripherals section although this varies depending on your BIOS version.
Finally, you'll want to check the correct drivers are installed. Press WinKey+Pause/Break (or right click "My Computer" and choose properties. Click the hardware tab and choose "Device Manager". Look for any devices with an exclamation mark against them. You'll need the original CD that came with the laptop or go to the Dell site to download the drivers and install.
