All of this is still nibling around the edges of the problem. (If it exists, Ian) For every reduction you make somebody else in the developing world is taking up the slack and more.
Only massively radical solutions are going to work.
So how about a tradable carbon quota for every world citizen (you would need to tie it in with a birth control limit/sanction). Divide the maximum world emissions level needed by world population and credit that to each person.
That way everyone in the developed world has a limit, they can chose to use it on turning the central heating up, buying a new car, flying away on holiday or racing karts etc. Once it's gone, if they want more, they can buy credits indirectly or directly from somebody in the developing world who can't afford to use much of their quota.
Sorted, two birds with one stone, world poverty and emmissions.
