Ethan, welcome to karting , you have an exciting time ahead of you. firstly, you must get to a local circuit and talk to some karters there to understand how things work and what classes are running. ( no point in having a kart with no one else to race against !) Secondly, dont even think of building your own kart, it WILL cost you more than buying one, and would most likely not be allowed to race in any current class. Even if it was allowed , it is very unlikely to be compettive with a proven design. Look in the "Market place" section of this site, there are always cheap karts there....BUT do not buy anything until you have spoken to lots of people at the local tracks and understand the class's and motors etc . As a starting point i would suggest you look at the TKM class.
Good luck.
