The marshals post with the green flag is after the incident, as with all motorsport it is waved green for the section after the incident. Drivers (should) know that it means the next section is clear, its not when you see the green flag is when you pass it.
Not that it matters because they have a flashy light on their steering wheel.
I really don't think we are going to find any fault here, there are some procedural improvements that could be made and maybe they should have been made before but hindsight is a wonderful thing.
No matter how you look at it, it would have been a massive crash regardless of the tractor being there. And Jules was always a very talented driver, i don't know his personal financials but he was supported by Maranello Karts, the FFSA (the french MSA) and then Ferrari. I'm not sure his personal wealth made a difference, his was purely talent.
