As a qualified driver trainer and assessor up to HGV level I can tell you I've assessed guys who've been driving longer than I've been alive, and while overtaking other restricted speed vehicles going up hills isn't assessible (sic?) I have beaten the habit out of numerous drivers. It comes down to common courtesy. When I drove my former employers vans restricted to 56 I always ensured I had enough time to clear the vehicle without unduly holding up cars behind.
As for the comments on Supermarket etc deliveries, I can safely say if the relevant in store process departments are doing their jobs properly, there should never be a lack of stock on shelf due to delayed deliveries. The stock should be at the store 12/24hrs before it hits the shelves. Sadly I've been there and experienced it to know (happily out of the supermarkets now though :D)
