No, that's a general misconception. The real reason for the lowered nose is NOT to stop cars riding over.... it's about 'spearing'.
Last year's noses were so high that some were above the side pod protection of the driver, so that, if a 'T Bone' accident occurred, the nose could hit the driver's head before any other safety equipment had been contacted. The nose height was thus lowered so that, in a T-Bone accident, the nose would hit the car FIRST and not the drver,
Gary Anderson's video review with the BBC and the introduction to the new E20 Lotus covered this subject well. Most of the earlier journalists were saying what you have just said and I believed it to be true until those 'reviews'.
